Ibn Al-Jawzi reports that some exegetes said that

was abrogated by


But he disagrees and quotes Abu-Sulaymaan Ad-Dimashqi and the arguments presented in the 9:122/9:41 case. I concur.

Here is what he wrote about this case,

ذكر الآية التاسعة: قوله تعالى "ما كان لأهل المدينة ومن حولهم من الأعراب أن يتخلفوا عن رسول الله". قد ذهب طائفة من المفسرين إلى أن هذه الآية اقتضت أنه لا يجوز لأحد أن يتخلف عن رسول الله صلى الله عليه وسلم، وهذا كان في أول الأمر ثم نسخ ذلك بقوله تعالى "وما كان المؤمنون لينفروا كافة". قال أبو سليمان الدمشقي لكل آية وجهها وليس للنسخ على إحدى الآيتين طريق، وهذا هو الصحيح على ما بينا في الآية الخامسة
