Quote:
{4:95} Not equal are those believers remaining [at home] - other than the disabled - and the strugglers, [who strive and fight] in the cause of God with their wealth and their lives. God has preferred the strugglers through their wealth and their lives over those who remain [behind], by degrees. And to both God has promised the best [reward]. But God has preferred the strugglers over those who remain [behind] with a great reward -

I suggest,
{4:95} Not equal are the sitters (remaining at home) of the believers - other than the ones with affliction - and the strugglers in the way of God with their wealth and themselves. God has preferred the strugglers through their wealth and themselves over the sitters a degree. And to both God has promised the best [reward]. But God has preferred the strugglers over the sitters with a great reward -

Quote:
{4:96} Degrees [of high position] from Him and forgiveness and mercy. And God is ever Forgiving and Merciful.

I suggest,
{4:96} [Higher] ranks from Him and forgiveness and mercy. And God has ever been much Forgiving, Merciful.

Two suggestions:

1. 'via' instead of 'with' and 'through' as it fits both contexts. If not, I'd bite the bullet and use 'with' in both instances although the second context makes that word ambiguous.

2. 'And' instead of 'But' as the opener of the last sentence.

Good suggestions. "Via" does the job but doesn't feel right, I don't know why. Your second suggestion is indeed proper, since the use of "but" here is interpretive. I suggest,

{4:95} They do not equate: the sitters (remaining at home) of the believers - other than the ones with affliction - and the struggling in the cause of God with their riches and themselves. God has given more to the struggling through their riches and themselves than the sitters in rank. And to both God has promised the best [reward]. And God has given more to the struggling than the sitters in great reward -
