The Arabic does not say "used to do," it says "used to make." The difference is subtle or minor, I know, but these are still two different verbs.

{5:14} And from those who said, "We are Christians" We took their covenant; but they forgot a portion of what they were reminded of. So We tempted between them enmity and acrimony until the Day of Resurrection. And God will inform them about what they used to fabricate.

I think "do" is a better translation than "make" in this context. I think the context should dictate whether "do" or "make" best captures يفعل versus يعمل versus يصنع.

The three verbs you mention are not synonymous. صنع uniquely means "to make." The Arabs define القول (utterance) to be the work of the tongue (عمل اللسان) and الفعل (doing) to be the work of the limbs (عمل الجوارح), so both are works (عمل). Therefore, I suggest that we always translate يعمل as "works", يفعل as "does" and يصنع as "makes."
