My Arabic isn't what it used to be :), but is لم an interrogative only and cannot be a conjunction, while the conjunction version is لما?

Your Arabic is still alive and well. If لم was a conjunction article, the translation would have been, "God has forgiven you for how you excused them." It is, as you remember, an interrogative article, hence the above translation.
