Excellent translation. I'll only make minor edits,
{17:28} And if you [must] turn aside from them (the needy), reaching for a mercy from your Lord [which] you hope for, then say to them an eased uttering.

{17:29} And do not make your hand [as] chained to your neck or extend it completely and [thereby] become blamed and insolvent.

I suggest,
{17:29} And do not make your hand [as if] chained to your neck, nor extend it a full extension thereby become blamed and remorseful.

Quote:

{17:30} Indeed, your Lord extends provision for whom He wills and restricts [it]. Indeed He is ever, concerning His servants, Acquainted and Seeing.
