Al-Khazraji, in his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 1, pages 329-330, says that An-Nahhaas and Makki have said that Ibn Abbaas said that

He says that Makki said that the narration from Ibn Abbaas is weak. Al-Khazraji says that the consensus is that the narration is invalid and that the verses are not abrogated. Both An-Nahhaas and Makki agree that the verses are declarative statements that cannot be abrogated.

Of course I don't see any abrogation here, but strictly speaking this is not a declarative statement since "Say: I am not over you a manager" is a command (to the Prophet PBUH).
