How did I miss this before? God uses the same word only two verses prior,

Which clearly says that the religion of God is Islam and that Islam is the submission of all creatures to God, willingly for those given a choice or unwillingly for those not given a choice.

Abu-Ja`far Al-Khazraji, in his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 1, pages 184-185, states that the majority of scholars disagreed with Ibn Abbaas in his claim that 3:85 abrogated 2:62. He said that they stated that 2:62 tells us what God will do with people who died before Islam. Al-Khazaraji adds that this is not only a declarative statement and therefore cannot be abrogated, but it is also consistent with God's fairness who "does not squander the reward of the benevolent" (12:90).
