To refute this ridiculous claim, Az-Zalmi quotes Al-Andalusi himself in the introduction to the same book in which he made the claim! Namely,
والنسخ إنما يقع في الأمر والنهي ولا يجوز أن يقع في الأخبار المحضة والاستثناء ليس بنسخ وسمى بعضهم الاستثناء والتخصيص نسخا والفقهاء على خلاف ذلك
Translation: Abrogation can only occur in commands and prohibitions; it is not permissible to occur in mere declarative statements. Exception is not abrogation. Some called exception and specification abrogation, but the jurists oppose that.
