Ibn Al-Jawzi reports that Qataada and Ibn As-Saa'ib said that

was abrogated by the Jizya verse,

Ibn Al-Jawzi writes,

باب ذكر ما ادعي عليه النسخ في سورة العنكبوت. ذكر الآية الأولى: قوله تعالى "ولا تجادلوا أهل الكتاب إلا بالتي هي أحسن". اختلفوا فيها على قولين:
القول الأول أنها نسخت بقوله "قاتلوا الذين لا يؤمنون بالله" إلى قوله "وهم صاغرون"، قاله قتادة وابن السائب. أخبرنا إسماعيل بن أحمد قال أبنا عمر بن عبيد الله قال أبنا ابن بشران قال أبنا إسحاق بن أحمد قال بنا عبد الله بن أحمد قال بنا أبي وأبنا المبارك بن علي قال أبنا أحمد بن الحسين قال أبنا البرمكي قال أبنا محمد بن إسماعيل قال بنا أبو بكر بن أبي داود قال بنا أحمد بن يحيى بن مالك قال بنا عبد الوهاب عن سعيد وابنا ابن ناصر قال أبنا ابن أيوب قال أبنا ابن شاذان قال أبنا أبو بكر النجاد قال أبنا أبو داود السجستاني قال بنا أحمد بن محمد قال بنا أبو رجاء عن همام كلاهما عن قتادة "ولا تجادلوا أهل الكتاب" ثم نسخ بقوله "قاتلوا الذين لا يؤمنون بالله ولا باليوم الآخر"، فلا مجادلة أشد من السيف.
والقول الثاني أنها ثابتة الحكم، وهو مذهب جماعة منهم ابن زيد. أخبرنا المبارك بن علي قال أبنا أحمد بن الحسين قال أبنا البرمكي قال أبنا محمد بن إسماعيل قال بنا أبو بكر بن أبي داود قال بنا قيس بن حصين عن مجاهد "ولا تجادلوا أهل الكتاب إلا بالتي هي أحسن"، قال من أدى منهم الجزية فلا تقل له إلا حسنا


The pro-abrogation argument is that there is no argument tougher than the sword! Mujaahid and Ibn Zayd do not see abrogation. Mujaahid said that arguing with the people of the Book who pay the Jizya must always be in a nice manner.

I respectfully disagree with both views! First, arguing is different from fighting and does not preclude it, therefore there is no conflict to resolve between the two verses by claiming abrogation.

Secondly, the order to argue nicely is not contingent on paying the Jizya! It's absolute. The Jizya verse simply mandates fairness in treatment of citizens of an Islamic state. Muslims have to pay Zakah and must enlist in the army while non-Muslim citizens do not pay Zakah and do not have to enlist in the army, but the Muslim ruler is still obligated to defend them, hence the Jizya, a defense tax. Even if non-Muslim citizens join the Muslim army, Jizya is still required because Muslims pay Zakah.
