Ibn Al-Jawzi reports that scholars have said that

was claimed by Ibn Abbaas to have been abrogated by

While others said the abrogating verse was

And yet others said the abrogating verse is 25:70 with the the exception "except he who repented".

Ibn Al-Jawzi says that the majority disagrees with Ibn Abbaas here and finds 25:68 unabrogated. He writes,

All verses quoted are statements of fact. No abrogation discussion is called for. Besides, all those verses are consistent. They together say,
"Killing is forbidden except by legal right. Killers who killed without legal right will reside permanently in Hell. But if a killer repents in faith and leads a righteous life afterward, God will forgive him."
