An explanation of as-Safa and al-Marwa should be given to the English reader. `Umra too.

جُناح does not mean "blame." It means change of direction or focus, consider


So, I suggest:

{2:158} Verily, [The two hills of] as-Safa and al-Marwa are among the rituals for God. So whoever had made pilgrimage to the House or performed `Umra (ritual visit) - it is not a deviation for him to walk back and forth between them. And whoever has volunteered good - then verily, God is Appreciative and All-Knowing.

The reason God says it's not a distraction or deviation is that the ritual looks pagan. So, God assures us that this a ritual that He wants us to perform and that it is for Him. Despite appearance, it is not pagan; it is simply a commemoration of the faith of Abraham's wife, Haajar, may God have been pleased with her.
