Quote:
{81:15} So I swear by the retreating stars -

I suggest,
{81:15} So I do not [have to] swear by the retreating stars,

Quote:
{81:16} Those that run [their courses] and disappear -

I suggest,
{81:16} Orbiting, sweeping,

Quote:
{81:17} And by the night as it closes in

Excellent translation. I'll only add a comma at the end to indicate continuation,
{81:17} And by the night when it closes in,

Quote:
{81:18} And by the dawn when it breathes

Again, a comma at the end,
{81:18} And by the morning when it breathes,

Quote:
{81:19} [That] indeed, the Quran is a word [conveyed by] a noble messenger

The Arabic says "it" not "the Quran."

{81:19} [That] verily, it (the Quran) is an uttering of a noble messenger,

Quote:
{81:20} [Who is] possessed of power and with the Owner of the Throne, secure [in position],

I suggest,
{81:20} [Who] has strength [and] with the Owner of the Throne, he is secure [in position],

Quote:
{81:21} Obeyed there [in the heavens] and trustworthy.

I suggest,
{81:21} Obeyed there, trustworthy.

Good translation. However, the word "secure" sounds weaker than the Arabic word.

I agree. How about:
{81:22} [Who] has strength, [and] with the Owner of the Throne, he is firmly established.
