I suggest,
{7:163} And ask them about the village that was right by the sea - as they transgress during the sabbath - as come to them their fish the day of their rest sails up, and the day they do not rest they do not come to them. Thus We try them because they have been deviating.

{7:164} And when a community among them said, "Why do you advise [or warn] a people whom God is [about] to destroy or to punish with a severe punishment?" they [the advisors] said, "To be absolved before your Lord and perhaps they may fear Him."

I suggest,
{7:164} And as a community among them said, "Why do you admonish a folk [whom] God is destroying or tormenting [with] a severe torment?" They (the advisers) said, "[For] excusing [ourselves] before your Lord and perhaps they may watch out."
