"Destined" is a wrong translation and unfortunately a very common error. The Arabic verb means precision in measure and timing. It does not mean destiny or predestination as is so commonly misunderstood. Sarwar and Asad made the same mistake, but Yusuf Ali and Pickthall got it right. So, I suggest,

{80:19} From a sperm drop he created him and precisely made him.

Yes, this is the correct translation with no sugar coating.

Agreed, but I am not satisfied with "and" as a translation for the ف conjunction. I am thinking of something that conveys the meaning "He created him and He did so in a way that perfected him" but with a simple conjunction along the lines of "whence."

"Whence" is a good suggestion, how about "thereupon"?

{80:17} May man be killed! How ungrateful he is!

{80:18} From what substance did He create him?

{80:19} From a droplet he created him and thereupon precisely made him.

{80:20} Then the way - He eased it;

{80:21} Then He deadened him then entombed him.

{80:22} Then when He has willed, He will have caused him to rise up.

{80:23} No! He (man) has not yet accomplished what He commanded him.
