That's because the verb اعتذر means to try to be excused, i.e., to apologize, while another verb, أعذر, is the one that means to offer an excuse.

I am glad you explained the difference. Apology has more humility to it than making an excuse has, so the fact that it is not even permitted shows that this is serious business.
