I suggest,
{6:164} Say, "Is it other than God I should desire as a lord while He is the Lord of everything? And every soul does not earn [blame] except against itself, and a bearer of burden does not bear the burden of another. And then to your Lord is your return, then He informs you of that over which you have been differing."

{6:165} And it is He who has made you successors upon the earth and has raised some of you above others in degrees [of rank] that He may try you through what He has given you. Indeed, your Lord is swift in penalty; but indeed, He is Forgiving and Merciful.

I suggest,
{6:165} And it is He who has made you deputies of the earth and has raised some of you above others in ranks that He may test you through what He has granted you. Verily, your Lord is swift in punishment; and verily, He surely is much Forgiving, Merciful.
