But whoever cannot find [or afford it] - then a fast of three days [is required]. That is the expiation for oaths when you have sworn. But guard your oaths. Thus does God make clear to you His verses that you may be grateful.

I suggest,
{5:89} God does not hold you responsible for thoughtlessness in your oaths, but He holds you responsible for oaths you deliberately made. So, its expiation is the feeding of ten poor people from the average of what you feed your families, clothing them or freeing a neck (slave). But for him who did not find (could not afford it), then fasting three days [is required]. That is the expiation of oaths when you have sworn. And keep your oaths. Thus does God clarify to you His signs that perhaps you may thank.

I prefer "nonsense" over "thoughtlessness," although I would prefer a bit more formal word.
