I want to translate رأى إلى differently from رأى. I could not find a translation that made the distinction without using a verb other than "to see". My humble understanding of the difference between the two uses is that رأى إلى suggests thorough vision. The epilogue of the verse confirms this understanding as it exposes the hypocrites pretense. So, I suggest,
{58:14} Did you not see through those who took for ally a folk whom God got angry with? They are neither of you nor of them, and they swear to untruth while they know.

Quote:
{58:15} God has prepared for them a severe punishment. Indeed, it was evil that they were doing.

I suggest,
{58:15} God has prepared for them a severe torment. Verily, they - it was evil what they were doing.

Quote:
{58:16} They took their [false] oaths as a cover, so they averted [people] from the way of God, and for them is a humiliating punishment.

I suggest,
{58:16} They used their oaths as a cover, thus they shunned [people] from the way of God. Therefore, for them is a humiliating torment.

Quote:
{58:17} Never will their wealth or their children avail them against God at all. Those are the companions of the Fire; they will abide therein eternally

I suggest,
{58:17} Never availing them will be their wealth nor their children against God at all. Those are the inmates of the Fire; they therein are staying eternally,
