I don't quite see the justification for the interjection, "or carelessness."

I suggest,
{4:17} Verily, repentance accepted by God is only for those who do wrong in ignorance and then repent soon after. It is those whom God accepts repentance from, and God has ever been All-Knowing, Wise.

{4:18} But repentance is not [accepted] of those who [continue to] do evil deeds up until, when death comes to one of them, he says, "Indeed, I have repented now," or of those who die while they are disbelievers. For them We have prepared a painful punishment.

I'd replace "or" with "nor" and "punishment" with "torment."

I suggest,
{4:18} But repentance is not [accepted] of those who do misdeeds up until, when death arrives to one of them, he says, "Verily, I have repented now," nor of those who die while they are disbelievers. Those We have readied for them a painful torment.
