"Solemn covenant" is a great translation of the meaning of ميثاقا غليظا but it's not linguistic enough ;) You see, "solemn" means heavy, serious, etc. and that is what is meant here. However, the Arabic words literally mean "a thick binder." That's what I'd suggest for a translation and may add an explanatory note that it refers to marriage vows.

I am on the fence on this because "Solemn covenant" perfectly conveys the meaning and it really does not "interpret" anything.

OK, I suggest,

{4:19} O you who have believed, it is not lawful for you to inherit [the shares of] women by coercion. And do not constrict them in order to take [back] some of what you have granted them unless they commit a clear debauchery. And live together with them with courtesy. Then if you disliked them, then it might be that you dislike something and God makes therein much good.

{4:20} And if you wanted the replacement of a spouse in place of a spouse and you have given one of them a hundredweight (large dowry), then do not take [back] from it anything. Would you take it in injustice and manifest sin?

{4:21} And how [could] you take it while you have already intimated to each other and they have taken from you a sturdy covenant?
