The italicized clause is probably better phrased, "whoever does not have [neither]"

But if he (the victim) was from a folk [who are] an enemy to you and he was a believer - then [only] the freeing of a believing neck; and if he was from a folk between you and whom is a covenant (a peace treaty) - then a ransom delivered to his family and the freeing of a believing neck. And whoever does not find [one or cannot afford to buy one] - then [instead], a fast for two consecutive months, [seeking] acceptance of repentance from God. And God has ever been All-Knowing, Wise.Quote:

I suggest,
