{4:148} God does not like that bad words are said publicly, except one who has been wronged. And God is ever All-hearing and All-knowing.

I suggest,
{4:149} If you show good or hide it or pardon an offense - then verily, God has ever been much Pardoning, Powerful.

Three remarks:

1. I suggest "God does not like that bad words be said publicly"

2. I would put [by] before "one who has been .."

3. I would use "done injustice" instead of "wronged." The latter is used too liberally and may widen the scope of the license.

I like all three suggestions very much. Let me suggest,

{4:148} God does not like vocalizing with the unpleasantness of uttering, except [by] one who has been maltreated. And ever has God been All-Hearing, All-Knowing.
