The verse is not using passive tense. But I see why the translator may have thought to use it: to put the verb before the noun as Arabic does. Unfortunately, English rarely allows that in declarative sentences. I think that keeping the verb's tense is more important that keeping the Arabic syntax here, so I suggest,
{43:9} And if you should ask them, "Who created the heavens and the earth?", they would surely say, "The Unbeatable, All-Knowing One created them."

Quote:
{43:10} [The one] who has made for you the earth a bed and made for you upon it roads that you might be guided

I suggest,
{43:10} [The One] who has made for you the earth a cradle and set up for you on it avenues so that you might find way.

Quote:
{43:11} And who sends down rain from the sky in measured amounts, and We revive thereby a dead land - thus will you be brought forth -

I suggest,
{43:11} And who kept sending down water from the sky in measure, then We raised thereby a dead township - thus are you brought out [of the graves] -

Quote:
{43:12} And who created the species, all of them, and has made for you of ships and animals those which you mount.

الأنعام means specific animals, the livestock, not any animal. Irving noticed that in his translation. So, I suggest,
{43:12} And who created the pairs, all of them, and has made for you of boats and livestock those which you ride.

Quote:
{43:13} That you may settle yourselves upon their backs and then remember the favor of your Lord when you have settled upon them and say. "Exalted is He who has subjected this to us, and we could not have [otherwise] subdued it.

I suggest,
{43:13} That you may settle on its backs and then remember the favor of your Lord when you have settled on it and say, "Sanctified is He who has subjected to us this, and we would not [otherwise] be to it subduing."

Quote:
{43:14} And indeed we, to our Lord, will [surely] return."

I suggest,
{43:14} "And verily we, to our Lord, surely are rebounding."
