This is indeed a correct translation. My only comment is that حبطت means "dropped" or "fell down," so would the literal translation of "whose deeds fall down ..." be better? It's not as readable, I know.

OK, so I suggest,

{3:21} Verily, those who disbelieve in the signs of God and kill the prophets without right and kill those who command equity from among the people - then herald to them the glad tidings of a painful torment.

{3:22} It is those whose works have sunk in [this] the nearest [life] and the Hereafter, and not for them are any helpers.
