I love that translation, except I'd use "powerful" instead of "competent." I suggest,

{3:26} Say, "O God, Controller of Sovereignty, You grant sovereignty to whom You will and You yank sovereignty away from whom You will. You honor whom You will and You debase whom You will. In Your Hand is [all] good. Verily, You are over everything Powerful.

Quote:
{3:27} You cause the night to enter the day, and You cause the day to enter the night; and You bring the living out of the dead, and You bring the dead out of the living. And You give provision to whom You will without account."

I love that translation. I'd only change "enter" to "step into," i.e., "and cause the day to step into the night..", etc. "Enter" translates دخل.

So, I suggest,
{3:28} You make the night step into the day, and You make the day step into the night; and You bring the living out of the dead, and You bring the dead out of the living. And You provide whom You will without account."
