I suggest,
{3:98} Say, "O People of the Book, why do you disbelieve in the signs of God while God is Witness over what you do?"

I'd replace "deviant" with "crooked".

The choice of "crooked" is great! In the above tranlation, I don't see the interjection "seem" in the meaning of the verse.

I think the translator wanted to dignify the way of God. No one can make the way of God crooked; they can only make it seem so. Thus, I'd keep the interjection.

I do not think that the way (sabeel) of God is what is being referred to here. The word sabeel is masculine, and the reference is feminine. I believe the meaning is

{3:99} O People of the Scripture, why do you avert from the way of God those who believe, wanting [things to be] crooked, while you are witnesses [to the truth]? And God is not unaware of what you do.

Allow me to disagree, because the word has been used as feminine in this verse,

But, to avoid interpreting what the pronoun refers to, I suggest,
{3:99} O People of the Book, why do you shun from the way of God him who believed, desiring it [to be] crooked, while you are witnesses [to the truth]? And God is not in the slightest unaware of what you do.
