We've discussed the meaning of
اتقوا before and said that it means more than fear. Fear is passive and involuntary, while
التقوى is active and deliberate. The word means "shield yourselves from God's wrath." To make it less verbose I suggested "Be watchful [of God]. I therefore suggest,

If
التقوى means only fear of God, then the prophet, peace be upon him, was repeating himself when he said,
أما إني لأتقاكم لله وأخشاكم له (Lo! Verily, I am the most watchful of God among you and the most fearing of Him).
