{3:196} Be not deceived by the [uninhibited] movement of the disbelievers throughout the land.

In this verse, an Arabic literary expression is used, so it should be explained to the English reader. "To move up and down in the lands" is an Arabic expression meaning to be rich, influential and care-free like you own the place.

So, I suggest,
{3:196} Never let deceive you the turnabout of those who have disbelieved throughout the territories (their privileged life).

{3:197} [It is but] a small enjoyment; then their [final] refuge is Hell, and wretched is the resting place.

I suggest,
{3:197} A little convenience; then their refuge is Gehenna (Hell), and how wretched is the cradle!

{3:198} But those who feared their Lord will have gardens beneath which rivers flow, abiding eternally therein, as accommodation from God. And that which is with God is best for the righteous.

Excellent translation! Especially the choice of "accommodation" to translate نزلا. I'd only change "fear" to "watch out", so I suggest,

{3:198} And those who have watched out for their Lord - for them are Gardens flowing beneath which are rivers, lasting therein, as accommodation from what is with God. And what is with God is better for the goodly.

A candle loses nothing by lighting another candle.
