I love Dr. Laleh Bakhtiar's translation of صرحا as "pavilion" and الأسباب as "the routes." I suggest,
{40:36} And Pharaoh said, "O Haman, build for me a pavilion that I might reach the routes -

{40:37} The ways into the heavens - so that I may look at the deity of Moses; but indeed, I think he is a liar." And thus was made attractive to Pharaoh the evil of his deed, and he was averted from the [right] way. And the plan of Pharaoh was not except in ruin.

I suggest,
{40:37} The routes into the heavens - so that I may look up to the god of Moses; but I do think he is a liar." And thus was embellished to Pharaoh the evil of his work, and he was shunned from the way. And the scheme of Pharaoh was not but in ruin.
