Excellent translation, but the interjections are unnecessary. I suggest,
{39:38} And if you asked them, "Who created the heavens and the earth?" they would surely say, "God." Say, "Have you then considered what you invoke besides God? If God wanted for me harm, are they taking off His harm; or if He wanted for me mercy, are they withholding His mercy?" Say, "Sufficient for me is God; upon Him rely the relying."

Quote:
{39:39} Say, "O my people, work according to your position, [for] indeed, I am working; and you are going to know

I suggest,
{39:39} Say, "O my folk, work according to your position; I am working. Then you are going to know

I like the translation of مكانتكم as "your position" because the word can mean location or status, just like position does.

Quote:
{39:40} To whom will come a torment disgracing him and on whom will descend an enduring punishment."

"Enduring" is a good translation of مقيم, but it has the connotation of patience, which doesn't make sense here. The semantic here is that of "lasting", so I suggest,
{39:40} To whom will come a torment disgracing him and on whom will land a steady torment."

Quote:
{39:41} Indeed, We sent down to you the Book for the people in truth. So whoever is guided - it is for [the benefit of] his soul; and whoever goes astray only goes astray to its detriment. And you are not a manager over them.

I suggest,
{39:41} Verily, We sent down to you the Book for the people in truth. So whoever finds the way - it is for [the benefit of] his soul; and whoever goes astray then he only goes astray against it. And you are not over them a trustee.
