Sure. The word فواق means both. It is mainly used for the recess between two milkings of a cow's udder, hence "delay". It also means the return of some of the milk to the udder that has not been milked, hence "recovery." I felt that the context of the verse lends itself more to the recovery aspect. The Shout will not be delayed but it will also be final.
