We've talked about the meaning of أنزلنا and الفاسقون before, so I suggest,

{2:99} And We did send down to you verses [which are] clear proofs, and no one would deny them but the deviant.

{2:100} Is it not [true] that every time they took a covenant a party of them threw it away? But, [in fact], most of them do not believe.

I suggest,
{2:100} Is it that whenever they have pledged a pledge, a segment of them abandoned it? Rather, most of them do not believe.

{2:101} And when a messenger from God came to them confirming that which was with them, a party of those who had been given the Scripture threw the Scripture of God behind their backs as if they did not know [what it contained].

I'd stick with the present tense used in the Arabic, i.e., "... confirming that which is with them,..." So, I suggest,

{2:101} And when a messenger from God came to them confirming of what is with them, a segment of those who had been given the Book abandoned the Book of God behind their backs as if they did not know (what it contained).
