القيوم is not an easy word to translate. It means the one who takes care of all at all times and keeps everything under control.
I suggest,

Who is that who may mediate before Him except by His permission? He knows what is between their hands (ahead of them) and what is behind them, and they do not encompass a bit of His knowledge except by what He has willed. His footrest has spanned the heavens and the earth, and their preservation does not tire Him. And He is the High, Grand One.
