What is the parsing of the first sentence with "kana"? The first word "Aaqebat" has "fatha" and my recollection is that semi-sentences can be in place of "khabar" but not "ism".

I don't think that the phrase عاقبة الذين أساءوا is a semi-sentence (شبه جملة); rather it is a genitive construct (مضاف ومضاف إليه) in the position of antecedent predicate (خبر مقدم) of the subsequent subject (مبتدأ مؤخر) which is السوأى

I was in fact thinking about the other part of the verse as being a semi-sentence, which isn't correct either.

Why does the word السوأى not have a damma?

It's virtual (مقدرة) for ease of pronunciation. The word is of the pattern فُعْلَىٰ, which is a feminine superlative.
