I suggest,
{28:4} Verily, Pharaoh became haughty in the land and he made its people into factions, regarding as weak a bevy of them, slaughtering their sons while keeping their women alive. Verily, he was of the mischievous.

{28:5} And We wanted to confer favor upon those who were oppressed in the land and make them leaders and make them inheritors

I suggest,
{28:5} And We want to bestow favor upon those who were regarded as weak in the land and make them leaders and make them the inheritors.

Quote:

{28:6} And establish them in the land and show Pharaoh and [his minister] Haman and their soldiers through them that which they had feared.
