Quote:
{25:21} And those who do not expect the meeting with Us say, "Why were not angels sent down to us, or [why] do we [not] see our Lord?" They have certainly become arrogant within themselves and [become] insolent with great insolence.

I suggest,
{25:21} And those who do not hope for meeting Us say, "If only angels would be descended upon us or we [could] see our Lord!" They have certainly deemed themselves big and became insolent with great insolence.

One remark about "became insolent with great insolence." The Arabic construct is really qualifying the verb itself and as such should be translated with an adverb, so I suggest "became greatly insolent."

I agree but would suggest that the Arabic construct, called Absolute Accusative, is for emphasis. I also now think that "rebel" is a better translation of عتوا, so I suggest,
{25:21} And those who do not hope for meeting Us say, "If only angels would be descended upon us or we [could] see our Lord!" They have certainly deemed big in themselves and rebelled big rebellion.
