{25:51} And if We had willed, We would have raised in every town a warner.

I like Pickthall's translation best and like Sarwar's translation of لاتطع best, so I like to combine them as such,
{25:52} So, do not yield to the disbelievers and strive against them herewith a big strife.

Why "raised" not "sent"?

Because it is followed by "in", not "to."

That can work, but remember that there is a difference between بعث and أرسل: the former tends to mean "to raise", as in calling the Day of Judgment يوم البعث while the latter can only mean "to send."
