The verb in the Arabic is in the past tense. Translating it to the future tense is an interpretation. I like to be faithful to the source. I suggest,
{16:1} The command of God has come, so do not hurry Him. Sanctified is He and exalted above what they associate with Him [in worship].

Quote:
{16:2} He sends down the angels, with the inspiration of His command, upon whom He wills of His servants, [telling them], "Warn that there is no deity except Me; so fear Me."

Again, the Arabic says "with the spirit", not "with the inspiration." I like to echo the source. I suggest,
{16:2} He sends down the angels by the spirit with His command upon whomever He wills of His worshipers to [tell them, ] "Warn that there is no god but Me, so watch out for Me."

Quote:
{16:3} He created the heavens and earth in truth. High is He above what they associate with Him.

I suggest,
{16:3} He created the heavens and the earth with truth. Exalted is He above what they associate with Him [in worship].

Quote:
{16:4} He created man from a sperm-drop; then at once, he is a clear adversary.

I suggest,
{16:4} He created man from a drop; then all of a sudden he is a manifest adversary.
