I suggest,
{13:16} Say, "Who is Lord of the heavens and the earth?" Say, "God." Say, "Have you then taken besides Him allies not possessing [even] for themselves any benefit or any harm?" Say, "Are they equal, the blind and the seer? Or are they equal, darknesses and light? Or have they attributed to God partners who created like His creation so that the creation [of each] looked alike to them?" Say, "God is the Creator of everything, and He is the One, the Prevailing."

{13:17} He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus God presents [the example of] truth and falsehood. As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth. Thus does God present examples.

I suggest,
{13:17} He has sent down from the sky, water, then valleys flowed according to their capacity, and the torrent carried a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus God strikes [the example of] truth and falsehood. As for the foam, it goes wasted; but as for that which benefits the people, it remains in the earth. Thus does God strike examples.
