The tense in the last sentence is active, not passive. I suggest,
{11:64} And O my people, this is the she-camel of God, for you a sign. So, let her graze in God's earth and do not touch her with harm, or impending tormet would take you.

{11:65} But they hamstrung her, so he said, "Enjoy yourselves in your homes for three days. That is a promise not to be denied."

I suggest,
{11:65} But they hamstrung her, so he said, "Enjoy in your homes for three days. That (the impending torment) is a promise not to be belied.
