Al-Khazraji, in his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 2, page 524, says that

He quotes Makki from his book الإيضاح saying that it's not, but rather a case of specificity of a generality and that any other talk about those two verses is improper. I'd add that Chapter 24 was revealed after Chapter 4.
Dr. M. Ibrahim Faaris, in his book صفوة الراسخ في علم المنسوخ والناسخ, page 157 in the footnotes, explains further what Makki said. He said that 4:25 talks about marriage and therefore 24:2 is not abrogated.
I wonder if Makki rejected the claims of a stoning verse and that
stoning abrogated 24:2. I hope he did.
