Al-Khazraji, in his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 1, page 320, reports that some scholars claimed that

was abrogated by the next verse,

But that the majority, according to Makki, disagreed and saw this as a case of elaboration by exception, i.e., 5:95 is speaking of land game only. I agree.
