Al-Khazraji, in his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 1, page 215, says that Muhammad ibn Zayd ibn Al-Muhaajir, a second-generation narrator has claimed that

Al-Khazraji says that those who define aggression as killing those with whom Muslims have a treaty (!) agree. He did not name any of them. However, he said, those who opined that aggression here means killing women and children reject the abrogation claim. Among those are Ibn Abbaas, Umar ibn Abdil-Azeez and Mujaahid.
Am I missing something here? Don't the two verses say the exact same thing: That Muslims cannot be aggressive except against those who are aggressive with them and cannot initiate aggression? Non-aggression, therefore, includes peaceful men, not just women and children, as well as all who honor their non-aggression treaties. Is that really hard to conclude from the two verses?
