Dr. Az-Zalmi, in his book التبيان لرفع غموض النسخ في القرآن, pages 191-192, lists this abrogation claim, that

was abrogated by

He says the claim was made by As-Suddi and Ibn Al-Jawzi. He refutes the claim on two bases,
  1. That the verses are declarative, and
  2. That there is no contradiction between the two verses. Everyone gets his share in life ordained for him by God. Whoever seeks the rewards of this life, God gives him of it as much as He wills, not as much as the wisher wills. Great point.

I'd elaborate on the second point as follows,
Both verses yield the same result: those who want the reward of this world will get some of it, so where is the contradiction?

And I'd add a third point,
Verse 3:145 speaks of those who want the reward of this world, while 17:18 speaks of those who want this world. The difference is subtle, but here's my humble explanation. To want the reward of this world is to want to see the reward in this world, but those who thank, i.e., are not in a hurry to see their reward in this world, will be amply rewarded in the Hereafter.
To want this world, on the other hand, is to want its material goods and neglect the spiritual matters. For those, they get some of the material goods but nothing good in the Hereafter.

Az-Zalmi says that among those who rejected this abrogation claim was Ar-Raazi.
