For one thing, Chapter 25 was revealed in Mecca long before Chapter 4, thus 25:68 could not possibly abrogate 4:93.

But the case is invalid for at least three reasons:
  1. 4:116 specifies a contingency, "For whomever He wills," thus God could forgive the deliberate murderer of a Muslim, but He decided He won't, per 4:93.
  2. The "door of repentance is open" principle is clearly stated in the Quran and the Sunna. Thus, a deliberate murderer of a Muslim may still repent and save his soul, and that is covered by 4:116. This makes it clear that the murderer that God will not forgive is the one who did not repent before he died.
  3. Same principle of repentance applies to polytheism! Converting to Islam wipes out all prior sins. If 4:116 were unconditional, then a convert from polytheism is not welcome!
