Ibn Al-Jawzi reports that

He dismisses the claim quickly since both verses are statements of fact. He writes,

ذكر الآية الثانية: قوله تعالى "من كان يريد الحياة الدنيا وزينتها نوف إليهم أعمالهم فيها". زعم قوم منهم مقاتل بن سليمان أن هذه الآية اقتضت أن من أراد الدنيا بعمله أعطي فيها ثواب عمله من الرزق والخير ثم نسخ ذلك بقوله "عجلنا له فيها ما نشاء لمن نريد". وهذا القول ليس بصحيح لأن الآيتين خبر، وهذه الآية نظير قوله في آل عمران "ومن يرد ثواب الدنيا نؤته منها" وقد شرحناها هناك


This is the second time I read Ibn Al-Jawzi putting down an opinion of Muqaatil ibn Sulaymaan.

Among the scholars who rejected this claim was Abu-Abdillah Shu`la, in his book صفوة الراسخ في علم المنسوخ والناسخ, as reported by Dr. M. Ibrahim Faaris in his presentation book, page 73. His argument is that both verses are statements of fact.
