In his book الناسخ والمنسوخ في القرآن الكريم, Ibn Hazm Al-Andalusi reports that

was abrogated by

He doesn't say who made that claim, so it must be his opinion, which is strange since he stated earlier in the same book that exception is not abrogation. Certainly here both verses are valid at all times; 2:159 states what will happen to those who conceal their knowledge of the Book and 2:160 states what will happen to those who do but repent, mend their ways and go ahead and reveal their knowledge of the Book. How can there be any abrogation here?

In his book نفس الصباح في غريب القرآن وناسخه ومنسوخه, volume 1, page 209, Al-Khazraji mentions that it was Abu-Marwaan Abdul-Malik ibn Habeeb Al-Andalusi who made that claim. He reports that the majority rejected that exception is an abrogation.

Ibn Salaama, in his book الناسخ والمنسوخ في القرآن الكريم, page 26, quotes Abu-Hurayra, may God have been pleased with him, saying, "If it weren't for this verse, I wouldn't have narrated to you anything."

He cites this in the context of supporting the abrogation claim (!) which he says is done by the exception in 2:160. Then he gives this quote: Of a scholar's piety is to talk and of the ignorant's piety is to keep silent.

I don't think I need to comment further.
