فأما سورة الكهف فليس فيها منسوخ، إلا أن السدي يزعم أن قوله تعالى "فمن شاء فليؤمن ومن شاء فليكفر"، قال وهذا تخيير نسخ بقوله "وما تشاؤون إلا أن يشاء الله". وهذا تخليط في الكلام، وإنما هو وعيد وتهديد وليس بأمر، كذلك قال الزجاج وغيره. لا وجه للنسخ
Ibn Al-Jawzi says that the words of 18:29 are a threat, so said Az-Zajjaaj, and thus there is no avenue for abrogation.
I respectfully disagree that the words of 18:29 are threats. Verse 18:29 simply states the essence of the free will and is always true. What 76:30 and 81:29 say is that the free will is contained in God's will; we cannot will anything if God does not let us! The three verses are consistent.
