This is the case of the debt verse. At issue is whether writing the debt and witnessing it are necessary. Here is the verse,

This is what Ibn Al-Jawzi wrote in his book, "Nawaasikh Al-Qur'aan", about it,

ذكر الآية الخامسة والثلاثين: قوله تعالى "يا أيها الذين آمنوا إذا تداينتم بدين إلى أجل مسمى فاكتبوه". هذه الآية تتضمن الأمر بإثبات الدين في كتاب، وإثبات الشهادة في البيع والدين. واختلف العلماء هل هذا أمر وجوب أم استحباب، فذهب الجمهور إلى أنه أمر ندب واستحباب. أخبرنا أبو بكر بن أبي طاهر قال أبنا أبو محمد الجوهري قال أبنا محمد بن المظفر قال أبنا علي بن إسماعيل قال أبنا أبو حفص عمرو بن علي قال بنا معمر ابن سليمان قال سمعت أبي يقول: سألت الحسن عن الرجل يبيع ولا يشهد، فقال أليس ما قال الله عز وجل: "فإن أمن بعضكم بعضا". قال أبو حفص وحدثنا يزيد بن زريع قال بنا داود بن أبي هند عن الشعبي قال: إن شاء أشهد. واخبرنا ابن حصين قال أبنا أبو طالب بن غيلان قال أبنا أبو بكر الشافعي قال أبنا إسحاق بن ميمون قال بنا موسى بن مسعود قال بنا الثوري عن إسماعيل بن أبي خالد عن الشعبي قال: إن شاء أشهد وإن شاء لم أشهد، ثم قرأ: "فإن أمن بعضكم بعضا". فعلى هذا القول الآية محكمة.

وذهب آخرون إلى أن الكتابة والإشهاد واجبان، وهو مروي عن ابن عمر وأبي موسى ومجاهد وعطاء وابن سيرين والضحاك وأبي قلابة والحكم وابن زيد في آخرين، ثم اختلف أرباب هذا القول هل نسخ أم لا. فذهب قوم منهم عطاء وإبراهيم إلى أنه لم ينسخ، وذهب آخرون منهم أبو سعيد الخدري والشعبي وابن زيد إلى أنه نسخ بقوله "فإن أمن بعضكم بعضا". أخبرنا محمد بن عبد الباقي البزاز قال أبنا أبو محمد الجوهري قال أبنا محمد بن المظفر قال بنا علي بن إسماعيل بن حماد قال أبنا أبو حفص عمرو بن علي قال بنا محمد بن مروان قال بنا عبد الملك بن أبي نضرة عن أبيه عن أبي سعيد أنه قرأ هذه الآية "إذا تداينتم بدين إلى أجل مسمى فاكتبوه" حتى بلغ "فإن أمن بعضكم بعضا" قال هذه نسخت ما قبلها. أخبرنا إسماعيل بن أحمد قال أبنا عمر بن عبيد الله البقال قال أبنا بن بشران قال أبنا إسحاق الكاذي قال بنا عبد الله بن أحمد بن حنبل قال حدثني أبي قال بنا عفان قال بنا عبد الوارث، وأخبرنا محمد بن أبي القاسم قال بن أحمد بن أحمد قال بنا أبو نعيم الحافظ قال أبنا أحمد بن إسحاق قال بنا أبو يحيى الرازي قال بنا عبد الرحمن بن عمر قال بنا عبد الرحمن بن مهدي قال بنا محمد بن دينار كلاهما عن يونس عن الحسن: "وأشهدوا إذا تبايعتم" قال نسختها "فإن أمن بعضكم بعضا". قلت وهذا ليس بنسخ، لأن الناسخ ينافي المنسوخ ولم يقل ههنا فلا تكتبوا ولا تشهدوا، وإنما بين التسهيل في ذلك. ولو كان مثل هذا ناسخا لكان قوله "فلم تجدوا ماء فتيمموا" ناسخا للوضوء بالماء، وقوله "فمن لم يجد فصيام شهرين" ناسخا قوله "فتحرير رقبة". والصحيح أنه ليس ههنا نسخ وأنه أمر ندب. وقد اشترى رسول الله صلى الله عليه وسلم الفرس شهد فيه خزيمة بلا إشهاد. أخبرنا المبارك بن علي قال أبنا أحمد بن الحسين بن قريش قال أبنا أبو إسحق البرمكي قال أبنا محمد بن إسماعيل بن العباس قال أبنا أبو بكر بن أبي داود قال بنا محمد بن بشار قال بنا محمد قال بنا شعبة عن فراس عن الشعبي عن أبي بردة عن أبي موسى قال: ثلاثة يدعون الله فلا يستجاب لهم أحدهم رجل كان له على رجل دين فلم يشهد عليه


Ibn Al-Jawzi concludes that this verse is clearly unabrogated and that its imperatives are all recommendations, not mandates.

IMHO, he touched on the key issue but did not reach the correct conclusion. The verse starts by specifying what must be done to register the debt, but it then provides an exemption in the special case of people trusting each other. That is the point that the mandate is for: to ensure that no rights are lost. If people trust each other that they will not lie about whether or how much they borrowed, then the injunction is unnecessary. They are men of their word. But if the borrower and the lender do not know each other or cannot trust each other to keep their word, then registering the debt is mandatory. No abrogation here, just different provisions for different situations.

Agreed, and in addition we argued in this post that if it is just a part of a verse , then it cannot be abrogated.
