I'll start by what Jalaal-ud-Deen as-Suyooti, rahimahullah, wrote about it in his landmark book, "Al-Itqaan fi Uloom Al-Qur'aan":

النوع السابع والأربعون: في ناسخه ومنسوخه.
أفرده بالتصنيف خلائق لا يحصون منهم أبو عبيد القاسم بن سلام وأبو داود السجستاني وأبو جعفر النحاس وابن الأنباري ومكي وابن العربي وآخرون. قال الأئمة لا يجوز لأحد أن يفسر كتاب الله إلا بعد أن يعرف منه الناسخ والمنسوخ، وقد قال علي لقاض أتعرف الناسخ من المنسوخ قال لا، قال هلكت وأهلكت.
وفي هذا النوع مسائل:

الأولى يرد النسخ بمعنى الإزالة، ومنه قوله فينسخ الله ما يلقي الشيطان ثم يحكم الله آياته.
وبمعنى التبديل، ومنه وإذا بدلنا آية مكان آية.
وبمعنى التحويل، كتناسخ المواريث بمعنى تحويل الميراث من واحد إلى واحد.
وبمعنى النقل من موضع إلى موضع، ومنه نسخت الكتاب إذا نقلت ما فيه حاكيا للفظه وخطه. قال مكي وهذا الوجه لا يصح أن يكون في القرآن، وأنكر على النحاس إجازته ذلك محتجا بأن الناسخ فيه لا يأتي بلفظ المنسوخ وأنه إنما يأتي بلفظ آخر. وقال السعيدي يشهد لما قاله النحاس قوله تعالى إنا كنا نستنسخ ما كنتم تعملون، وقال وإنه في أم الكتاب لدينا لعلي حكيم. ومعلوم أن ما نزل من الوحي نجوما جميعه في أم الكتاب وهو اللوح المحفوظ، كما قال تعالى في كتاب مكنون لا يمسه إلا المطهرون.

الثانية النسخ مما خص الله به هذه الأمة لحكم منها التيسير وقد أجمع المسلمون على جوازه، وأنكره اليهود ظنا منهم أنه بداء كالذي يرى الرأي ثم يبدو له، وهو باطل لأنه بيان مدة الحكم كالإحياء بعد الإماتة وعكسه والمرض بعد الصحة وعكسه والفقر بعد الغنى وعكسه وذلك لا يكون بداء فكذا الأمر والنهي.
واختلف العلماء فقيل لا ينسخ القرآن إلا بقرآن لقوله تعالى ما ننسخ من آية أو ننسها نأت بخير منها أو مثلها قالوا ولا يكون مثل القرآن وخيرا منه إلا قرآن، وقيل بل ينسخ القرآن بالسنة لأنها أيضا من عند الله، قال تعالى وما ينطق عن الهوى. وجعل منه آية الوصية الآتية. والثالث إذا كانت السنة بأمر الله من طريق الوحي نسخت، وإن كانت باجتهاد فلا. حكاه ابن حبيب النيسابوري في تفسيره. وقال الشافعي حيث وقع نسخ القرآن بالسنة فمعها قرآن عاضد لها، وحيث وقع نسخ السنة بالقرآن فمعه سنة عاضدة له ليتبين توافق القرآن والسنة. وقد بسطت فروع هذه المسألة في شرح منظومة جمع الجوامع في الأصول.

الثالثة لا يقع النسخ إلا في الأمر والنهي ولو بلفظ الخبر، أما الخبر الذي ليس بمعنى الطلب فلا يدخله النسخ ومنه الوعد والوعيد. وإذا عرفت ذلك عرفت فساد صنع من أدخل في كتب النسخ كثيرا من آيات الإخبار والوعد والوعيد.

الرابعة النسخ أقسام:
أحدها نسخ المأمور به قبل امتثاله وهو النسخ على الحقيقة كآية النجوى.
الثاني ما نسخ مما كان شرعا لمن قبلنا كآية شرع القصاص والديه أو كان أمر به أمرا جمليا كنسخ التوجه إلى بيت المقدس بالكعبة وصوم عاشوراء برمضان وإنما يسمى هذا نسخا تجوزا.
الثالث ما أمر به لسبب ثم يزول السبب كالأمر حين الضعف والقلة بالصبر والصفح ثم نسخ بإيجاب القتال. وهذا في الحقيقة ليس نسخا بل هو من قسم المنسأ، كما قال تعالى أو ننسأها فالمنسأ هو الأمر بالقتال إلى أن يقوى المسلمون وفي حال الضعف يكون الحكم وجوب الصبر على الأذى. وبهذا يضعف ما لهج به كثيرون من أن الآية في ذلك منسوخة بآية السيف، وليس كذلك بل هي من المنسأ بمعنى أن كل أمر ورد يجب امتثاله في وقت ما لعله يقتضي ذلك الحكم ثم ينتقل بانتقال تلك العلة إلى حكم آخر، وليس بنسخ فإنما النسخ الإزالة للحكم حتى لا يجوز امتثاله. وقال مكي ذكر جماعة أن ما ورد في الخطاب مشعر بالتوقيت،والغاية مثل قوله في البقرة فاعفوا واصفحوا حتى يأتي الله بأمره محكم غير منسوخ، لأنه مؤجل بأجل والمؤجل بأجل لا نسخ فيه.

السادسة قال مكي الناسخ أقسام:
فرض نسخ فرضا ولا يجوز العمل بالأول، كنسخ الحبس للزواني بالحد.
وفرض نسخ فرضا ويجوز العمل بالأول، كآية المصابرة.
وفرض نسخ ندبا، كالقتال كان ندبا ثم صار فرضا.
وندب نسخ فرضا، كقيام الليل نسخ بالقراءة في قوله فاقرءوا ما تيسر من القرآن.

السابعة النسخ في القرآن على ثلاثة أضرب:
أحدها ما نسخ تلاوته وحكمه معا قالت عائشة كان فيما أنزل عشر رضعات معلومات فنسخن بخمس معلومات فتوفي رسول الله وهن مما يقرأ من القرآن رواه الشيخان وقد تكلموا في قولها وهن مما يقرأ فإن ظاهره بقاء التلاوة وليس كذلك. وأجيب بأن المراد قارب الوفاة أو أن التلاوة نسخت أيضا ولم يبلغ ذلك كل الناس إلا بعد وفاة رسول الله فتوفي وبعض الناس يقرؤها. وقال أبو موسى الأشعري نزلت ثم رفعت. وقال مكي هذا المثال فيه المنسوخ غير متلو والناسخ أيضا غير متلو ولا أعلم له نظيرا.انتهى
الضرب الثاني ما نسخ حكمه دون تلاوته، وهذا الضرب هو الذي فيه الكتب المؤلفة وهو على الحقيقة قليل جدا وإن أكثر الناس من تعداد الآيات فيه، فإن المحققين منهم كالقاضي أبي بكر بن العربي بين ذلك وأتقنه. والذي أقوله أن الذي أورده المكثرون أقسام قسم ليس من النسخ في شيء، ولا من التخصيص، ولا له بهما علاقة بوجه من الوجوه، وذلك مثل قوله تعالى ومما رزقناهم ينفقون و أنفقوا مما رزقناكم ونحو ذلك قالوا إنه منسوخ بآية الزكاة، وليس كذلك بل هو باق. أما الأولى فإنها خبر في معرض الثناء عليهم بالإنفاق، وذلك يصلح أن يفسر بالزكاة وبالإنفاق على الأهل بالإنفاق في الأمور المندوبة كالإعانة والإضافة، وليس في الآية ما يدل على أنها نفقة واجبة غير الزكاة. والآية الثانية يصلح حملها على الزكاة وقد فسرت بذلك. وكذا قوله تعالى أليس الله بأحكم الحاكمين قيل إنها مما نسخ بآية السيف، وليس كذلك لأنه تعالى أحكم الحاكمين أبدا لا يقبل هذا الكلام النسخ وإن كان معناه الأمر بالتفويض وترك المعاقبة. وقوله في البقرة وقولوا للناس حسنا عده بعضهم من المنسوخ بآية السيف. وقد غلطه ابن الحصار بأن الآية حكاية عما أخذه على بني إسرائيل من الميثاق، فهو خبر لا نسخ فيه، وقس على ذلك.
وقسم هو من قسم المخصوص لا من قسم المنسوخ، وقد اعتنى ابن العربي بتحريره فأجاد كقوله إن الإنسان لفي خسر إلا الذين آمنوا، والشعراء يتبعهم الغاوون إلا الذين آمنوا . . فاعفوا واصفحوا حتى يأتي الله بأمره، وغير ذلك من الآيات التي خصت باستثناء أو غاية، وقد أخطأ من أدخلها في المنسوخ. ومنه قوله ولا تنكحوا المشركات حتى يؤمن قيل أنه نسخ بقوله والمحصنات من الذين أوتوا الكتاب، وإنما هو مخصوص به.
وقسم رفع ما كان عليه الأمر في الجاهلية أو في شرائع من قبلنا أو في أول الإسلام ولم ينزل في القرآن، كإبطال نكاح نساء الآباء ومشروعية القصاص والدية وحصر الطلاق في الثلاث. وهذا إدخاله في قسم الناسخ قريب ولكن عدم إدخاله أقرب. وهو الذي رجحه مكي وغيره، ووجهوه بأن ذلك لو عد في الناسخ لعد جميع القرآن منه إذ كله أو أكثره رافع لما كان عليه الكفار وأهل الكتاب.
قالوا وإنما حق الناسخ والمنسوخ أن تكون آية نسخت آية. انتهى
نعم النوع الأخير منه وهو رافع ما كان في أول الإسلام إدخاله أوجه من القسمين قبله.

إذا عملت ذلك فقد خرج من الآيات التي أوردها المكثرون الجم الغفير، مع آيات الصفح والعفو إن قلنا إن آية السيف لم تنسخها. وبقي مما يصلح لذلك عدد يسير وقد أفردته بأدلته في تأليف لطيف وها أنا أورده هنا محررا

فمن البقرة:
قوله تعالى كتب عليكم إذا حضر أحدكم الموت . . الآية منسوخة قيل بأية المواريث وقيل بحديث ألا لا وصية لوارث وقيل بالإجماع حكاه ابن العربي.
قوله تعالى وعلى الذين يطيقونه فدية قيل منسوخة بقوله فمن شهد منكم الشهر فليصمه وقيل محكمة و لا مقدرة.
وقوله أحل لكم ليلة الصيام الرفث ناسخة لقوله كما كتب على الذين من قبلكم لأن مقتضاها الموافقة فيما كانوا عليه من تحريم الأكل والوطء بعد النوم ذكره ابن العربي، وحكى قولا آخر أنه نسخ لما كان بالسنة.
قوله تعالى يسألونك عن الشهر الحرام الآية منسوخة بقوله وقاتلوا المشركين كافة . . الآية أخرجه ابن جرير عن عطاء بن ميسرة.
قوله تعالى والذين يتوفون منكم . . إلى قوله متاعا إلى الحول منسوخة بآية أربعة أشهر وعشرا والوصية منسوخة بالميراث والسكنى ثابتة عند قوم منسوخة عند آخرين بحديث ولا سكنى.
وقوله تعالى وإن تبدوا ما في أنفسكم أو تخفوه يحاسبكم به الله منسوخة بقوله بعده لا يكلف الله نفسا إلا وسعها.
ومن آل عمران:
قوله تعالى اتقوا الله حق تقاته قيل إنه منسوخ بقوله فاتقوا الله ما استطعتم وقيل لا بل هو محكم،
وليس فيها آية يصح فيها دعوى النسخ غير هذه الآية.
ومن النساء:
قوله تعالى والذين عقدت أيمانكم فآتوهم نصيبهم منسوخة بقوله وأولو الأرحام بعضهم أولى ببعض في كتاب الله.
قوله تعالى وإذا حضر القسمة . . الآية قيل منسوخة وقيل لا ولكن تهاون الناس في العمل بها.
قوله تعالى واللاتي يأتين الفاحشة . . الآية منسوخة بآية النور.
ومن المائدة:
قوله تعالى ولا الشهر الحرام منسوخة بإباحة القتال فيه.
قوله تعالى فإن جاءوك فاحكم بينهم أو أعرض عنهم منسوخة بقوله وأن احكم بينهم بما أنزل الله.
وقوله تعالى أو آخران من غيركم منسوخ بقوله وأشهدوا ذوى عدل منكم.
ومن الأنفال:
قوله تعالى إن يكن منكم عشرون صابرون . . الآية منسوخة بالآية بعدها.
ومن براءة:
قوله تعالى انفروا خفافا وثقالا منسوخة بآيات العذر وهو قوله ليس على الأعمى حرج . . الآية وقوله تعالى ليس على الضعفاء . . الآيتين وبقوله وما كان المؤمنون لينفروا كافة.
ومن النور:
قوله تعالى الزاني لا ينكح إلا زانية . . الآية منسوخة بقوله وأنكحوا الأيامى منكم.
قوله تعالى ليستأذنكم الذين ملكت أيمانكم . . الآية قيل منسوخة وقيل لا ولكن تهاون الناس في العمل بها.
ومن الأحزاب:
قوله تعالى لا يحل لك النساء . . الآية منسوخة بقوله إنا أحللنا لك أزواجك . . الآية.
ومن المجادلة:
قوله تعالى إذا ناجيتم الرسول فقدموا . . الآية منسوخة بالأية بعدها.
ومن الممتحنة:
قوله تعالى فآتوا الذين ذهبت أزواجهم مثل ما أنفقوا قيل منسوخ بآية السيف وقيل بآية الغنيمة وقيل محكم.
ومن المزمل:
قوله قم الليل إلا قليلا قيل منسوخ بآخر السورة ثم نسخ الآخر بالصلوات الخمس.
فهذه إحدى وعشرون آية منسوخة على خلاف في بعضها لا يصح دعوى النسخ في غيرها. والأصح في آية الاستئذان والقسمة الإحكام، فصارت تسعة عشر ويضم إليها قوله تعالى فأينما تولوا فثم وجه الله على رأي ابن عباس أنها منسوخة بقوله فول وجهك شطر المسجد الحرام . . الآية فتمت عشرون

Some scholars have said that some of the verses that are said to have abrogated other verses, they themselves have been abrogated. Here is what Jalaal-ud-Deen As-Suyooti, rahimahullah, wrote about this in his famous book, "Al-Itqaan fi Uloom Al-Qur'aan":


وقال شيذلة في البرهان يجوز نسخ الناسخ فيصير منسوخا كقوله لكم دينكم ولي دين نسخها قوله تعالى فاقتلوا المشركين ثم نسخ هذه بقوله حتى يعطوا الجزية. كذا قال وفيه نظر من وجهين أحدهما ما تقدمت الإشارة إليه، والآخر أن قوله حتى يعطوا الجزية مخصص للآية لا ناسخ. نعم يمثل له بأخر سورة المزمل فإنه ناسخ لأولها منسوخ بفرض الصلوات.
وقوله انفروا خفافا وثقالا ناسخ لآيات الكف منسوخ بآيات العذر

In my search for scholarly opinions on the subject, here is what I have found so far:

Al-Suyuti in his book al-Itqaan said that, 'twenty-one verses in the Qur'an were abrogated; some were agreed upon, while others are not. These abrogated verses are in the following Surahs: Al-Baqarah, Al-'Imran, An-Nisa', Al-Ma'idah, Al-Anfal, At-Taubah, An-Nur, Al-Ahzab, Al-Mujadilah, Al-Mumtahinah and Al-Muzzammil.

However, some scholars believe that no verses were abrogated.

A good, and authoritative, majority of the scholars, however, tend to say that such a viewpoint would be incorrect. So, it seems that the majority (but not unanimous) opinion is that there are abrogated verses that survived in the text of the Quran. However, this passage claims that the main factor in the majority opinion is the existence of the two abrogation and substitution verses (2:106 and 16:101).

It is in the commentary part (footnote 87 about verse 2:106) in The Message of the Quran by Dr. Muhammad Asad . The full footnote is below and includes an interpretation of 2:106 in the context of the previous verse 2:105.

This arbitrary procedure explains also why there is no unanimity whatsoever among the upholders of the “doctrine of abrogation” as to which, and how many, Qur'an-verses have been affected by it, and, furthermore, as to whether this alleged abrogation implies a total elimination of the verse in question from the context of the Qur'an, or only a cancellation of the specific ordinance or statement contains on it. In short, the “doctrine of abrogation” has no basis whatsoever in historical fact, and must be rejected. On the other hand, the apparent difficulty in interpreting the above Qur'anic passage disappears immediately if the term ayah is understood, correctly, as “message”, and if we read this verse in conjunction with the preceding one, which states that the Jews and the Christians refuse to accept any revelation which might supersede that of the Bible; for, if read in this way, the abrogation relates to the earlier divine messages and not to any part of the Qur'an itself.

It will be useful to list the names of the scholars who are for and the scholars who are against the thesis that there are abrogated verses in the text of the Quran. I found it difficult to pin down this basic information, as most references just say "a majority" or "a minority" without stating who, and without stating what specifically they are agreeing or disagreeing about (e.g., that some verses were aborgated and were gone from the text of the Quran versus that some verses that remained in the Quran are abrogated verses).

Al-Jawzi wrote in the first page of his book, "Nawaasikh Al-Qur'aan", that it was the Jews who refused the doctrine of abrogation altogether and equated it to "Badaa'", (change of mind). Asad, as you probably know was a Jew who converted to Islam and his Islam was solid, may God bless his soul.

I looked at all the references in this post trying to find details about the minority opinion that does not support abrogation. None of the references specified whether the actual opinion was that there are no abrogated verses in the text of the Quran (the thesis that we are investigating) or that there had never been a verse that was abrogated.

In fact, the minority opinion was almost always summarily dismissed without mentioning whose opinion it was, sometimes with blatant accusations that the opinion was an outright violation of religion. A notable exception is on page 7 (of the Internet copy) of قلائد المرجان في بيان الناسخ والمنسوخ في القرآن لمرعي بن يوسف الكرمي where it mentions (my translation, I was unable to cut and paste the original):

"A branch of Sufis and a group of originalists like Abu-Muslim Al-Asfahani forbade the license to abrogate in the Quran, and affirmed the abrogation of legislations"

The reference goes on to attack them in pretty harsh terms. At least this gives us a lead about the minority opinion.

Although we should not refer to the views of non-Muslims (who don't believe in the Quran in the first place) when we address Quranic abrogation, it will be helpful to address the "change of mind" issue at some level.

Even without 2:106, there is a philosophical issue of why there are several messages from God at different times rather than just one, or equivalently, why should the rulings from God change over time. This is addressed in 5:48



which deals with the time scale of different prophets. There are also changes that took place during the life of the Prophet Muhammad (PBUH). The declaration that the religion has been completed in 5:3 closes the door on these changes.

I am just raising the issue here rather than giving a full answer. I think we should touch upon this, but perhaps not indulge too much in it as it may take away the focus from Quranic abrogation.

I found it difficult to pin down this basic information, as most references just say "a majority" or "a minority" without stating who, and without stating what specifically they are agreeing or disagreeing about (e.g., that some verses were abrogated and were gone from the text of the Quran versus that some verses that remained in the Quran are abrogated verses).

Let's make an effort to do that and let's organize it. How about adding a post to each topic of an abrogation case, called "Who said what" and listing in it the names of the scholars reported to have taken what position. And replies to that post would either add names, or dispute that they took those positions (based on other reports). I'll maintain those posts, in-sha-Allah, based on replies to them.
